A driver qualification file is the first thing an auditor opens, and it is where a lot of carriers lose points. Part 391 spells out exactly what belongs in each file: the application, a motor vehicle record, the annual review of the driving record, a current medical certificate, and a road test or accepted CDL equivalent. Miss one, or let one expire, and that driver is out of compliance whether you know it or not.
